Please find attached two budget requests from ICANN - one concerning outreach/travel support and the other one requesting support for a possible summit in 2013.

Anyway these are just drafts and I would appreciate it if others could make any amendments and/or additions to these requests. Please note that the deadline for these to be submitted is January 20.

Hi - apologies for the late entry on this discussion. I agree with you Robin - a principled but pragmatic approach is best and, as Wendy suggests, perhaps we can prepare a motion for the Feb meeting in the light of this discussion and KK's draft.
As a relative newbie to this area, I do marvel at the running on the spot on this outreach issue (I say this having just read the transcript that KK sent through of the webinar - very enlightening - and your helpful backgrounder Bill).
My simplistic outreach strategy: ICANN constituencies and SGs better reflecting the diversity of the community they purport to serve - bringing in more of the multiple stakeholders and diverse voices. I'd start with where the gaps are in those voices and then begin taking initiatives and steps in those directions. One or two budget requests that support a clear, transparent strategy (that is not patronage based, but makes some choices about where to start), seems feasible.
In relation to something in conjunction with an ICANN meeting - I'm currently exploring ways to better link human rights advocates and the technical community in other areas in APC. Here, perhaps a thematic side event to an ICANN meeting on specific human rights topics we know are topical in ICANN and timely given current PDPs etc would be useful - such as the WHOIS policy and law enforcement issues. I'd prefer this kind of event, rather than invited ambassadors or 'future leaders' (which can easily be patronage based).

I think there will be requests at the CSG level and also at the constituency level.

I agree with trying to keep things like this managed at the constituency level, which I why I suggested NCUC should make a budget request to hold a meeting, conduct outreach, officer travel, etc.  One or two simple budget requests for very specific needs could help NCUC without leading to the MC-style patronage machine, which I also do not want to create.

And for a budget request related to holding a conference in conjunction with an ICANN meeting, the support we would be requesting would be largely for meeting room space and technology support from ICANN (rather than direct cash).  But if we don't make the request now, it won't get built into ICANN's budget for Prague, Toronto, or the one after in Asia-Pacific.

We need to do something in-between incentivising a patronage machine and NCUC making no requests so all funds go to the other constituencies who have made their needs known through this budget request process.
