[NCUC-EC] NCUC Vice-Chair - 2019 term

Hi all,

Please find below my statement of interest:

In applying for this position I hope that I can continue to support the
Chair in her commitments and responsibilities. Sharing the load and
assisting in our NCUC leadership affairs is key for us to be able to better
liaise with NCSG, NPOC, and other constituencies. Besides, this governance
structure (Chair, Vice-Chair, and EC) ensures less taxing workload on the
Chair while providing us with the opportunity to maintain a supportive
environment for strategising and helping our members engage (mentorship
support along with the skills for us to effectively participate in PDPs).
In the course of these past few months I have worked in setting our ABRs
for FY20, reviewing internal documents, supporting meeting activities (such
as the Ask NCUC in ICANN63) and connecting with civil society groups
regionally (IGF Paris, EuroDig preparatory meeting, ICANN civil society
outreach meeting prior to CPDP 2019). Prior to that, I have participated as
a member in the RPMs working Group, as an observer in the SSR2, and
contributed to public comments such as the one on the KSK Rollover. At the
moment, I participate as an observer at the CCWG-IG and EPDP working group
-- and look forward to contributing to the latter during comments period.
We also have challenging moments ahead with the second phase of the EPDP
and the review of the governance model, and my goal is to work with the
Chair and the EC on how to better support the NCSG in these and other areas.

Now heading to my second year in NCUC leadership -- and considering the
challenges we had throughout the past year -- I believe that not only have
we grown together as a team but, most importantly, that this experience has
better prepared me for the responsibility and commitment required for the
NCUC Vice-Chair position. This position provides a more lightweight
structure to the volunteer work and dedication required of all in NCUC
leadership, and I hope to contribute with my experience in serving the EC
and skills throughout these next few months. I also see this as a key
opportunity to (i) challenge myself policy-wise (now that I have more
time), to (ii) contribute with administrative skills in tracking and
liaising with different members of the leadership, and (iii) bring
methodological rigour to the development of metrics for evaluating the
impact and effectiveness of NCUC's work (i.e., outreach and capacity
building).

Civil society is, first and foremost diverse and varies from region to
region. In this regard, it is important to note that whilst originally from
Brazil, I have been based in the UK for the past year and a half, and that
has allowed me to understand and work with very different expressions of
advocacy and engagement in Internet governance -- all of which are
essential in navigating and communicating with our large pool of
members. This perception equips as well as informs how to work (i) within
NCUC and (ii) with its members.

Time-wise, most of you know that I was doing the Masters while being part
of NCUC leadership in my last mandate (2017-2018). This did not stop me
then from committing time and being physically present in all of the
meetings. At this point, I am only working as project coordinator for
Igarapé Institute (a security-focused think-and-do tank based in Brazil),
where I manage a portfolio of activities and research

rights and cybersecurity. With this in mind, I am confident that I have
both the time management skills and understanding of the workload that this
position *might* entail -- should you entrust me with this position and
should the Chair decide to delegate any additional task to the
Vice-chair within this governance structure.

Finally, NCUC has provided me with the invaluable experience of being
mentored by Kathy Kleiman, Ayden Férdeline and so many other experienced
members. At the personal level, I only think it as a natural next step to
support the continuation of NCUC's work and the values that are so
fundamental to our engagement within the community.

I'm a cybersecurity and Internet governance researcher coordinating Igarapé
Institute’s projects on the Cybersecurity and Digital Liberties Program. I
hold an MSc in Media and Communications (Data and Society) from the London
School of Economics (distinction

and a BA in International Relations from PUC-Rio (distinction), having been
awarded for my dissertation “Cybersecurity and Internet Governance: Two

regularly writing on geopolitical implications of emerging technologies.

Throughout the past four years, I have been actively involved in Internet
governance spaces serving as representative for Europe in the
Non-Commercial Users’ Constituency (NCUC) Executive Committee and working
on capacity building and engagement through the Onboarding Program at
ICANN. I was also one of the Brazilian representatives at the BRICS Youth
Forum 2017, a former fellow of the European Summer School on Internet
Governance (2018) and the II Brazilian Internet Governance School (2015) as
well as a founding member of the Cybersecurity SIG and Youth Observatory
SIG.

My previous experience includes consultancy for UNESCO project on “What if
we all governed the Internet

and research on IG, privacy, data protection and security at the Center for
