[NCUC-EC] GNSO NCSG NCUC Election timelines

Hi all

Last year, election results were out one or two days after the meeting. The
year before, the results were maybe one or two weeks after the meeting was
over so I would agree with my colleagues that there s an issue with the
timeline.

First, at the beginning of the process there s an overlap with the NCSG
elections dates.

Second, I agree that there should be a proper hand-over to the next
leadership team and I can't see that possible if current team is  planning
for the meeting, travelling and then attending while supposedly
handing-over.

My suggestion is that check-in starts around one month before the meeting
(26 September-3 October) and results are out around (28 October-3
November). In my suggested dates I am also taking into consideration staff
who should have enough time to breathe from an election to a second and
then to do their duties at-ease at the meeting.
