copying what the funders  word by word:
"Please accept this note as Public Interest Registry’s confirmation that
the financial support we offered in 2017 was paid to the Non-Commercial
Users Constituency (NCUC) with the understanding that it’s leadership would
use the funds as it saw fit. *The same will be true for 2018 once that
invoice is received.* If NCUC leadership can administer this year’s support
to the benefit of members of either the NCUC or the Not-for-Profit
Operational Concerns constituency,* so much the better*."

If EC has any doubts, they can approach the funders.

I
did not want to jump in but I had to because the EC is not being provided
with accurate information and you made the nonbinding advice decision
unilaterally I believe. Also I saw a couple of interventions here
implicitly or explicitly in support of a candidate from non-ec membersm. I
am not saying NPOC candidates should not be selected, but I want the EC to
be clear that if they decide not to allocate money to NPOC member, it won't
be against any rule and they don't have to provide a justification, their
justification can even be that there were NCUC members that fit the
criteria more (like promising newcomers etc).
