[NCUC-EC] NCUC mentees for ICANN62 - Deliberate until 26Apr

Dear colleagues,

I finished reviewing the applications for the ICANN62 NCUC Fellowship.

First, I would like to thank all those who applied for this opportunity and
I congratulate them for their impressive work and curriculum.

Second,  I would suggest that, for next rounds when we issue a call for
applications, we also add a short section on "eligibility criteria to apply
for the fellowship" instead of the link as it seems some applicants did not
consult our travel policy, https://www.ncuc.org/get-involved/travel-policy/

*Eligibility Criteria*

To receive travel support, applicants must be NCUC members in good standing
who:

   1. Voted in the previous year’s NCUC election, if eligible at the time;
   2. Are actively and verifiably engaged in NCUC’s work, for example,
   constituency governance, NCUC/NCSG policy discussions, or GNSO or
   cross-community working groups;
   3. Need to be at a given meeting because the above-mentioned work will
   be advanced there;
   4. Agree to participate in any NCUC, NCSG and GNSO meetings held during
   the meeting;
   5. Agree to write a brief post-trip blog post for the NCUC website
   reflecting on the meeting’s main developments of relevance to NCUC;
   6. Did not receive NCUC funding to attend the immediately previous ICANN
   meeting, unless exceptional circumstances require their presence at two
   consecutive meetings. (Note: this criteria only applies to regular ICANN
   meetings, as below)
   7. Agree to make their own travel, accommodation, visa, and related
   arrangements and be reimbursed after the trip. NCUC cannot provide funds in
   advance of meetings or any administrative support.

Third, I would suggest that the applicants we select for this round or the
next ones, commit to take part in the NCUC buddy/mentor program and work on
a topic/issue/project with their mentor to present at ICANN62.

Fourth, I suggest for next rounds we advertize more about the Buddy program
and clearly state that it is one of the conditions or adds to the scoring
of an application.

That said, and since the goal is to give a chance to two mentees to get
more active and learn about NCUC, I would support the application of Ziyam
Abdeen and Houda Chihi, and having their commitment to the Buddy/mentee
 program as I explained on the third point.
