[NCUC-EC] [NC 6th April - Please vote] NCUC response on fellowship questionnaire

I follow Ines's suggestion, we should at least try to improve the proposed
comments as of this evening - the document is not ideal -  and circulating
it tomorrow morning on the broader NCUC list before submitting it. Despite
the fact that the NCSG's comment is indeed really good, I think the program
could benefit from having one more input.
