[NCUC-EC] [NC 6th April - Please vote] NCUC response on fellowship questionnaire

I highly recommend and endorse sending the comment before the deadline but
NOT the way it looks now. It needs some refinement.
I will work on it tonight as I am still teaching. I believe it s very
important we share our community opinion on the fellowship program.
