[NCUC-EC] BC comments on our bylaws

All,

Here is the complete NCUC response to the public comments on its bylaws. I
agreed to add a footnote and clarify the word "chapter" and change
Constitution to Mission and Principles. Added Kathy and Milton here our
veterans to see if they want to object to any of the changes or have better
ideas. If not I will send this report to Benedetta tomorrow
