[NCUC-EC] BC comments on our bylaws

I agree with these comments. The Constitution should not be mentioning other groups, resources, etc. We have operating procedures for that, that are more adaptive and easier to change. 

The change of wording to be more compatible le with the bylaws is worth considering, but makes no real difference at all. 

But we should thank them for their comments. I think they were intended well.
