[NCUC-EC] Welcome and Policy Committee appointments

No nothing wrong at all we actually discussed this at our EC meeting in Abu
Dhabi. A cooperative document would be better. So how about you start a
Google doc and Renata, Michael,Ines and former chairs and ec member and I
will come up with a welcome note.
