[NCUC-DISCUSS] Selection of ICANN meeting venues and dates

Personally I feel some neverending working group would be disastrous for this purpose.
We should set some lightweight guidelines and leave the professionals to manage it from there.

I don't understand why this process of creating criteria for selection
of ICANN meeting cities has to be a one-time process.
Emergencies happen, there are governments becoming radicalized from
day to night, regional diplomatic crisis, restrictions to specific
countries, major economic conflicts...

So my question is:
Most working groups (or parties) are build to have a beginning and an end?

If ICANN's mission is about internet security, one would think that
the upkeep of its community is also important. And this relates
directly to this criteria improvement.

So a new process, a continuous one, which is always in place and ready
to listen to the community and implement changes seems to be what is
lacking here. I'm not sure if a ccwg can be continuous or has
amplitude enough for this.
