Dear OPRTF,
Here is the final OPRTF version of the Operating Procedures review. It took
quite a while to check notes, join the docs, and format it all together:

I have accepted almost all of the comments that were left in the docs and
had no indication of being controversial (in the Google Doc or I our
exchange of emails). This also includes Gabriel's suggestions of rewording,
since they generally made the text more understandable without changing the
content.
*I have left in purple the sections where I understood no consensus was
reached.* As mentioned in the last call, considering some points remained
controversial after debating it, we decided to leave the controversies for
the wider community to discuss, instead of the original plan of finding a
final OPRTF text.
*Please confirm if we are all okay with that. *
*I would like to ask you to use the following 6 days, until midnight UTC on
Saturday, July 19th, to check if my understanding is correct and flag any
other sections that remain controversial and I may have missed. I would
also request you to add any extra rationale you find important to the
sections I have already flagged and to the new ones you point out.* @Ken
Herman <ken at kherman.com>, you presented most of those, so I'd especially
request your commentary there to be sure that nothing important was left
out.
*After this last task here, the OPRTF work will end, *and the EC will share
this document with the NCUC community through the NCUC-Discuss list for
public comment for 14 days. We thank those of you who dedicated your time
and energy to help with this initiative.
PS: Houda, as mentioned before (when deciding the date of this third
meeting), our previous call was the last meeting of the OPRTF.
