[NCUC-EC] NGOs/ Universities communication for Istanbul meeting

Sorry for not answering this timely - I think we can proceed. We are going
to ask for help to identify relevant local/regional issues so we can plan
our Issues Forum, while also inviting local universities and NGOs to it
after we finish planning, right? Would you like any help writing this
request?
