[NCUC-EC] URGENT: CROP

Mike,

We did put a new call last week for this other slot - but unfortunately
there was no answer to that.

Therefore, the reason why I am now suggesting using the third slot with one
of the runner ups is due to no answer whatsoever to the call we put out.
But when we decided not to use the first slot for the Barcelona meeting -
due to the mess that happened atm -  we knew this could happen. Happy to
cast your vote to use this slot.

With regards to NCUC funds, the fact that it will no longer be replenished
is a point that I have been observing in the past months, and I don't think
I/we acted irresponsibly with such funds. I would even say we have been
taking a rather 'austere' approach to it - during this fiscal year we only
funded ppl to Barcelona and the IGF.

But I will wait for Milton's report to state a clearer opinion. Imho such
funds are supposed to be used with our members and collaborators and any
events. And, while I agree with the overkill argument, it would also be an
opportunity of bringing someone from another region.

But let's wait for the report.
