[NCUC-EC] URGENT: CROP

Ok, thanks for clarifications. To be clear - my comments are less
about the amount of cash we're sitting on, than about the fact that
it's no longer being replenished, which is much more important in
determining levels of expenditure, in my opinion.

If we're truly in a "use-it-or-lose" it position - then I'd support
granting a second crop slot, unless there are other ideas of how we
can get something out the door by Monday (I can't think of how else we
might spend it, and it's too late for a new call).

But if we're now funding two travellers to Marrakech... it would seem
to me like overkill to spend our own funds on an additional slot. Just
my thoughts.
