[NCUC-EC] URGENT: CROP

Just asked Milton for a report !

On the CROP note, the actual problem is that if we dont decide on it like -
today or tomorrow, we will loose this slot as all CROP proposals need to
get regional VPs concurrence by 6th of may - monday.
