[NCUC-EC] NCUC - CROP Outreach strategic plan

Good catch Michael, since calendar here in brazil starts in january I
calculated it wrongly. I will correct this point and will send it to
Maryam.

Given the lack of responses from the rest of the EC, I am considering this
document to be good to go!
