[NCUC-EC] [URGENT] CROP CALL - KOBE MEETING - 4 review today

Agree, David. We definitely don't want to make it restrictive or difficult
for participants, but I do think we should have at least a phase
highlighting that applicants are mindful of travel routes and that they
inform us - that was certainly the intent.

Think your suggestion frames it better and would support keeping that.
