[NCUC-EC] Reimbursement - IGF 2018 - Lia Hernandez

Hi Bruna

Usually when there isnt a big difference I would agree with reimbursing the
totality of what was spent.
Now, that said, I see a stop in Brussels which doesn't have to do with the
IGF in Paris hence I believe we should reimburse what was stated in the
application which is 250 USD.
