[NCUC-EC] NCUC Outreach in Barcelona

I was asked today by At-Large OCL about the planning for NCUC Outreach
in Barcelona.

As we have already done in this meeting NCSG At-Large outreach I have
noted that we can continue inviting NCSG, namely Tatiana, to
coordinate this

We can help w/ whatever needed that the ABR can provide but this can
continue in the format currently done
