[NCUC-EC] FC NCSG meeting notes

Hi Bruna

The NCSG and the FC NCSG are sovereign in the decision of booking their meetings
They have an open archive list
https://lists.ncsg.is/pipermail/ncsg-fc/

NCUC Chair is only observer, as well as NPOC Chair

If the FC NCSG and NCSG Chair agree, they can add more observers, you
can ask as NCUC Vice-chair should you wish to be added.

So, basically, Thato now reports to NCSG Chair but keeps communication with us.

We can fine tune that communication in periodical meetings should the
EC wish to.
