Let me clarify again:
NCSG didn't have any money to support NPOC. Other than the in kind support
of ICANN which Tapani was in charge of distributing and then I took over
and issued calls for ABRs. One was the capacity building in Panama icann 62
and
it has received travel slots according to ABR which it should announce
very soon.
NCUC didn't have any commitment to NPOC nor NCSG the past two years.
As was cleared by the funders email as well.
During ICANN62 I also spoke to Joan, the Chair of NPOC and she stated the

I have explained this many times. I don't think the concerns are valid nor
legitimate. We have clarified the situation, funders have clarified the
situation.
NPOC is ok with the arrangement going forward.

No, it's not in the custody of NCUC. It is NCUC funds which ncuc ec has
decided to open for all ncsg members and constituencies
until when NCSG can decide on operating procedures and have the right
means to provide oversight for the funds.

Joan and I provided the reasons why it's better to go with option 1. I am
sure others have tried to think about incorporation etc at ncuc and ncsg
