[NCUC-EC] reminder: CROP proposals in evaluation

Hi,

I vote to approve the CROP LAC LACNIC29 + LACNOG and the CROP AF - Africa
Internet Summit. Both look good, and I'm pleased that there's been such
strong collaboration among the community in developing these proposals.
