[NCUC-EC] Travel Support for ICANN61

Hi

Michael, I'm sorry about that.
ICANN really has been very restrictive on travel support lately and we are
getting esp. affected.

Everyone, as in other times, I'll chime in if requested advice or a
tiebreak is needed.
The way these deliberations are going to go also depend on you - onlist or
via email thread w/out proposer.

Please deliberate as fast as possible to ensure good use of resources if
allocation is approved.

As a reminder, guidelines for your deliberation are on NCUC website
sections > Travel Policy and Operating Procedures.
