[NCUC-EC] allocation of ICANN61 slot

I do not object with reallocating this slot for Nick. But imho it would be
important to talk to him and Farell and emphasize the importance of having
the two of them joining and helping with all our sessions in Puerto Rico - as
NCUC representatives at the policy committee.
