[NCUC-EC] allocation of ICANN61 slot

Dear EC

I'm sending this note to tell you I have not had any response from
ICANN Travel Constituency on reallocation of ICANN61 slot yet.

I don't know if this reallocation will happen and when so opening a
call for this would not be possible as we can't assure we'll have this
slot.

However, if Travel Constituency and Meetings team has a name of
someone this travel can be reallocated, there may be better chances
this resource is not lost.

I've searched through multiple channels who could be there and could
help us in preparing and leading NCUC sessions. I've also looked into
all our appointed representatives who wouldn't be there and the
timeline for their appointment.

Nick Shorey can be in Puerto Rico for the whole meeting.

So I've noted his name to transfer the resource.

I'm writing to communicate this to you and listen if you have any
objections in the next 24h.

Sorry about the little time we have for this

As this is a new situation, every moment dealing w/ TC and meetings
team is important
