Statement of Interest of Robin Gross

I am writing to apply to be re-appointed as NCUC’s representative to the
NCSG Executive Committee.  I have formerly served as NCSG’s Chair, NCUC’s
Chair, and as the noncommercial representative to the GNSO Council when the
2007 New GTLD Policy was created and adopted.  I am intimately familiar
with NCSG’s Charter as I was an active participant in its drafting and
adoption.  Recently, I participated in an ICANN working group tasked with
reforming ICANN’s bylaws and so am quite familiar with the bylaws and other
ICANN governing instruments.  I have been an active participant in numerous
ICANN GNSO working groups since 2004 and am presently a member of the
leadership team in the New GTLD Subsequent Procedures Working Group.  I am
extremely familiar with the NCSG membership process including its rules and
the rationales behind the policies, and in 2017 I drafted NCSG’s operating
procedures governing the NCSG membership removal or reclassification
process.  I am an intellectual property rights attorney in San Francisco
and am teaching International Intellectual Property Rights at Santa Clara
University School of Law in Spring semester 2019.  My schedule is somewhat
flexible and I am available to participate in regular teleconferences and
in discussions on the NCSG-EC mailing list regarding NCSG-EC.  I am
additionally available for any other discussions needed to advance the
needs of NCUC and the NCSG-EC.  Thank you.

Dear Bruna,

Please find below my statement of interest for the NCSG EC position.

I have now been active in ICANN for more than two years. My first
experience was acquired through the work of the Jurisdiction subgroup of
WS2, which I joined in the fall of 2016. There was some marked disagreement
within that subgroup as to the scope of its work. Nonetheless, I strove to
gather consensus around specific action points and work on those. I got
involved in drafting a part of the final recommendation, regarding choice
of law in ICANN registry agreements.

As for the NCSG, I have been involved since May 2018, first as a member of
the human rights CCWP and then as a member of the NCUC more generally.
During the summer of 2018, I along with a few members of the group, started
a reflection on the operationalisation of the human rights bylaw, to which
I contributed a short piece which got published on CircleID.

More specifically related to the NCUC, I have been involved in both policy
as well as "housekeeping" work. I participated in the drafting of two
comments (Study on Technical Use of RZ Label Generation Rules and Draft
IANA/PTI budget FY 2019). Following the latter comment, I have joined the
finance committee which will seek to develop an expertise in tracking and
reporting on ICANN financial matters. As for housekeeping, I have been, as
part of the tech team, in touch with Farzaneh regarding technical matters,
in order to solve the various back-end/front end issues with membership
management software.

As part of the NCSG EC, I intend on helping organise and manage the
elections, updating and revising membership rules, coordinating and liaise
with other NSCG constituencies and other ICANN SOs/ACs more generally, and
providing dispute resolution support as needed.

Finally, I do confirm that I understand the time requirements related to
the position and intend to participate in the calls as well as list work. I
will also report regularly to the NCUC regarding the EC's activities.

Dear NCUC Chair,

With reference to the call for expression, please accept my expression of
interest to serve as the NCUC candidate to the NCSG Executive Committee. I
strongly believe of my capability to serve in this capacity. I therefore,
sincerely expressed my interest to represent NCUC.

Find inline my answers to the call criteria:

a.       The person should have substantial knowledge about NCSG, its
mission and values, as well as NCUC.

*Ans: YES. I do have the knowledge of NCSG and NCUC operation.*

b.      (b) The person should be familiar with NCSG Charter, as well as
ICANN bylaws and GNSO Operating Procedures;



*Ans: YES. I am familiar with the NCSG charter, the ICANN bylaws and also
the operating procedures.*



c.        The person should be willing to work in a large,
consensus-oriented committee;



*Ans: YES. Working in a diverse large environment that consensus is the
priority is not a difficult task for me. The reason being that I have found
myself working in such environment for years.*



d.      The person should be able to determine the status of members
applications, as well as help administer and maintain membership records;

e.       The person should be able to join teleconferences, as well as have
weekly availability to dedicate to NCSG-EC dedicated mailing list and also
membership approval process;
