[NCUC-EC] Travel funding allocation - ICANN63

Hi Bruna et al,

This has been a hard decision to make, however though I see why michael has
chosen Dina, I will cast my vote to a member who is new to the space but
who seems extremely willing to engage based on their application. Dina has
been able to collect a lot of support from her peers and I’m sure her ICANN
journey is only going to grow from here with or without our support - I
wish her all the luck and I’m sure we’ll all be here to support her as much
as we can.

In terms of Ben, I think there was a conclusion drawn that we cannot choose
him for this travel allocation based on a bylaw stating elligible NCUC
members are ones who: Did not receive NCUC funding to attend the
immediately previous ICANN meeting, unless exceptional circumstances
require their presence at two consecutive meetings.

Unfortunately though Ben was unable to be with us at ICANN62, he did
receive funding to attend in the shape of a reimbursement to the expenses
he had paid to attend. Thus, we wouldn’t be in line with the bylaws if we
were to choose Ben, which really is sad, but I’d encourage him to work with
us on a crop proposal for next time.

As for this travel allocation, I’ll personally be supporting someone new
who apparently already got in touch with Stephanie, for a certain project
which would definitely get around many potential policy developers into our
space. I think this could very much be of added value given how much our
current volunteers are overworked.

Id like to cast my vote to Paulo Tavares.
