[NCUC-EC] Travel funding allocation - ICANN63

I think it would only be fair that Dina get the second slot since she got
one vote vs no votes to Ben by the deadline. We cannot make a different
decision now. Else this could create more confusion. However, we can surely
prep our members as of soonest, to develop their CROP proposals for the
next meeting.

And for any future travel funding allocation, we really need to make sure
that there is no confusion as to the weighing of NPOC’s recommendations
before any decision can be made. Else this kind of incident will keep on
occuring.
