[NCUC-EC] Travel funding allocation - ICANN63

Dear all,

Before sending the statement to the lists, it would be better for us to
deliberate who gets the second slot. From this thread
<https://lists.ncuc.org/pipermail/ncuc-ec/2018-August/009899.html> Shahul
got the first slot with 5 votes and Dina had one vote.

So I would kindly ask you to deliberate on this matter soon, so I can
retract the previous information and send the new announcement. Also we
need to deliberate if we are using the CROP for this meeting.
