[NCUC-EC] NCSG-At Large outreach

Farzaneh,

Yes, we had too many outreach sessions not as well attended as the
At-Large outreach.
I particularly don't see that as an advantage for NCUC but indeed we
are within a structure so we will collaborate, hopefully managing to
have some self-identity in the end.
