[NCUC-EC] Fwd: Perrin trip to Berlin group April 8

Hi,

Having received the update on our finances, and seeing that we're a
bit above where we were last year, I vote that we allocate up to USD
1000 to Stephanie for her hotel and airfare, conditional on her
providing a blog post to NCUC in due course.
