[NCUC-EC] NCUC Community Travel response

Hi all

I think the issue here is travel funding and its allocation.

Fellowship program has more than once allocated these opportunities to
people who do not represent NCUC, sometimes it is just about people
who aren't active at all and there have been occasions where one says
they are NCUC member or even recommended by an EC or Chair and this is
not the case.

If this is a training program w/ travel funding which also benefits
our members, the community should not have "fake members" taking
advantage of the resource.

So I think we can hint out that better communication between the
program and SO/ACs is ideal before spending funds to bring people to
meeting who are not representative of our community and claim to be
such.
