[NCUC-EC] NCUC Community Travel response

I'm also doubtful that the shots against the fellowship program are
appropriate. I recall having a similar back and forth with Ayden
regarding the submission about ICANN's reserve fund. It seems to be a
pet issue of his. I don't really have strong feelings about the
fellowship program either way, as I have limited experience with it,
but it wasn't relevant to include in the conversation about the
reserve fund, and I also don't think it is relevant to include here.
