Terri Agnew:Welcome to the NCUC Bylaws Meeting on Friday, 26 May 2017 at
14:00 UTC
Rafik:yes
Tatiana Tropina:thanks! This time I had to downpoand the adobe plug in so
assume mic shall work - yay
Terri Agnew:mic is indeed working. If you should need a dial out, send me
a private chat and I can get that taken care of
Tatiana Tropina:Hi Farz - is MM joining?
Rafik:yellow card Farzi, being late to your own meeting :p
Rafik:Georgia is an underserved region?
Rafik:پیشواز ماه رمضان
Tatiana Tropina:Рафик это ЧТО?
Farzaneh Badii:https://docs.google.com/document/d/1m38v50W-
vLjZLDAr6HoZzRXQP3aE9Xoz1RmlGqAIQ-Y/edit
Tatiana Tropina:I am on the doc
Tatiana Tropina:I made a small change - where I had to make it
Tatiana Tropina:but have to verify the wording with a native speaker (MM)
Tatiana Tropina:am ok with this
Terri Agnew:Welcome Milton
Tatiana Tropina:Milton! I want you to check something...
Milton:I have no dial out yer
Tatiana Tropina:"Suspension of the execution of the challenged decision"
- does it sound ok from native speaker's point of view?
Milton:sounds extremely dangerous
Tatiana Tropina:I feel uneasy.
Tatiana Tropina:MILTON!
Rafik:?
Terri Agnew:@Milton, op is dialing
Rafik:fine with changing to charter
Tatiana Tropina:Why charter?
Tatiana Tropina:Am fine just wondering
Tatiana Tropina:but then we have to change the language in the bylaws
Terri Agnew:Milton has joined on the telephone
Tatiana Tropina:oh thank you
Milton:charter has different implications than bylaws
Tatiana Tropina:Milton can you elaborate?
Farzaneh Badii:Section II. Paragraph C and D
Terri Agnew:@Milton, yes, we can hear you
Milton:Charter implies your mission and authorization granted by someone,
bylaws means the rules we use to operate
Tatiana Tropina:Actually what we drafted IS bylaws and not a charter
Tatiana Tropina:I just checked online
Milton:yes
Tatiana Tropina:I now agree with MM - I just checked online
Tatiana Tropina:Charter is something like incorporation and place of
peration
Tatiana Tropina:just like establishment
Tatiana Tropina:and bylaws are the rule
Rafik:the point of this is to make a point :)
Tatiana Tropina:They were wrong calling other stuff charters I think
Tatiana Tropina:Milton had ECHO :(
Tatiana Tropina:what about when he is speaking :D
Tatiana Tropina:I think Farz has to mute herself when MM is talking
Farzaneh Badii: Section II. Paragraph C and D
Milton:We have chosen to call this "bylaws" rather than charter because
they are in fact a set of bylaws that govern how we operator, conditions of
eligibiliy, rules and so on. A charter is much more limited and involves
the authorization for establishment of an organization
Farzaneh Badii:https://docs.google.com/document/d/1m38v50W-
vLjZLDAr6HoZzRXQP3aE9Xoz1RmlGqAIQ-Y/edit
Tatiana Tropina:agree with MM
Tatiana Tropina:Yes I agreew with removing them
Tatiana Tropina:D is easpeciallt freaking confusing
Tatiana Tropina:I think it's in the EC part of the bylaws?
Tatiana Tropina:I agree
Tatiana Tropina:We could abolish it
Tatiana Tropina:me agrees with the latter
Tatiana Tropina:I mean, why have them at all
Tatiana Tropina:the less is the better as we have this elaborated
further, just making references is ok
Rafik:we have to ensure that the details are elaborated in other sections
Tatiana Tropina:Never heard Milton sighing before :O
Tatiana Tropina:Agree
Milton:is there an inconsistency in numbering? what are where is Section
2.2 of the NCSG Charter?
Tatiana Tropina:let's accept then
Tatiana Tropina:unless someone here objects
Farzaneh Badii:III(D)
Tatiana Tropina:NCSG charter
Tatiana Tropina:different document
Tatiana Tropina:it's not a problem because we don't have a crystall ball
and we can't go on without referencing NCSG charter
Tatiana Tropina:yes
Farzaneh Badii:I am sure we have bishops
Tatiana Tropina:guys check the wording - I inserted some words
Rafik:yes disclosure whenever there is change
Rafik:like for SOI
Rafik:nope
Tatiana Tropina:I SO agree with Milton
Tatiana Tropina:it's a rule that sounds like a damocles sword
Tatiana Tropina:no one will be able to apply it consistently
Tatiana Tropina:ok now - please check the wording of the funding thing
Tatiana Tropina:the one I inserted
Tatiana Tropina:down now
Tatiana Tropina:I lowered it
Tatiana Tropina:agree with operating rules
Rafik:having feeling that the anonymous crow is MM
Milton:Something to crow about
Milton:its ungrammatica;
Milton:grammatical
Milton:"subject to a membership review of the circumstances". ???
Tatiana Tropina:I think the changes are ok
Milton:I amnot sure they make them better
Tatiana Tropina:agree
Milton:I think we need to be careful about this and think about scenarios
Tatiana Tropina:I agree
Tatiana Tropina:I mean he gives us options while keeping our options still
Milton:nawww
Tatiana Tropina:so what's the real problem here
Milton:just let me review it once more
Farzaneh Badii: IV(E)(4)
Milton:Yeah I think it is ok (J)
Tatiana Tropina:am ok with Milton's eording
Tatiana Tropina:wording
Tatiana Tropina:surprisingly :-)
Milton:Eor
Milton: is a donkey in Winnie the Pooh
Tatiana Tropina:Hoarding :-)
Milton:We always agree ;-)
Farzaneh Badii: IV (H)(4)
Tatiana Tropina:I came up with the wording.
Tatiana Tropina:you guys check if this is ok
Tatiana Tropina:KIDNLY :(
Tatiana Tropina:I need a native speaker to check
Rafik:looks legalish, so ok
Milton:its ok English-wise, just a bit lengthy
Milton:you could just say "suspension of the challenged decision"
Tatiana Tropina:lengthy is ok because it was shorter but not clear
Tatiana Tropina:cool I like it
Tatiana Tropina:does it have the same meaning?
Milton:not as precise
Milton:what is being suspended? Execution or implementation
Milton:right, TT - so the shorter version is not as precise, as I said.
but from context may be clear anyway
Farzaneh Badii:agrred
Milton:Doesn't matter a lot, but can we use implementation instead of
execution?
Milton:I think of heads being cut off
Tatiana Tropina:Good
Rafik:I am groot
Farzaneh Badii:VI (B)(4)
Milton:We are doing well, but I will hate you for 3 days for pulling me
into this
Tatiana Tropina:I have been hating her since the moment I got on EC :(
Rafik:we dont have quorum for election
Tatiana Tropina:may be we have to provide something about hate in the
bylaw
Milton:what section # ?
Farzaneh Badii:VI (B)(4)
Terri Agnew:Yes, we can Rafik
Tatiana Tropina:What's wrong with "election results"
Tatiana Tropina:why quorum
Milton:the check-in process
Milton:why do we not want to use the word "quorum?"
Rafik:yes
Rafik:remove quorum reference
Tatiana Tropina:we don;t have quorum
Rafik:it was added by Ken
Milton:ok I get it
Tatiana Tropina:Milton got it :-)
Rafik:which section?
Farzaneh Badii:VI(E)
Tatiana Tropina:I agree with adding the sentense
Rafik:there is risk that in each election a disgruntled candidate to ask
for audit
Rafik:but
Rafik:it is ok
Milton:operating rules may not allow any disgruntled person to ask for an
audit
Milton:we should allow only gruntled persons to request ;-)
Milton:I am gruntled
Farzaneh Badii:VII(D)
Rafik:lost sound for a while
Tatiana Tropina:i heard
Terri Agnew:@Farzaneh, we heard you, it was just Rafik's connection
Tatiana Tropina:With EC
Tatiana Tropina:because consultation with the membership shall be voting
at the end
Farzaneh Badii:VII (D
Rafik:informing membership not consultation
Milton:no
Rafik:dont accept ken changes
Milton:agree with TT
Milton:has someone fallen aslepp and is snoring?
Tatiana Tropina:committes
Tatiana Tropina:because some of them are not appointed
Tatiana Tropina:but elected
Tatiana Tropina:hurts?
Milton:tough
Tatiana Tropina:sigh
Rafik:need to love soon, passed midnight since a while :)
Tatiana Tropina:love??
Rafik:leave :D
Tatiana Tropina:wow
Milton:I need to love too
Tatiana Tropina:I want to love
Rafik:it means I am already falling asleep
Milton:Rafik was snoring, that explains it
Tatiana Tropina:snoring love
Milton:You are putting us all to sleep Farzi
Rafik:I am muted and awake
Tatiana Tropina:reject.
Tatiana Tropina:love and rejection...
Milton:I am spposed to meet someone on campus at Noon. So will have to
leave home now
Rafik:I think missing 3 meetigns in row?
Milton:Bauer said removal procedures should be in the bylaws. That will
cause trouble
Tatiana Tropina:shall we do them on mailing list?
Milton:I have to go now
Milton:Bye
Tatiana Tropina:Farz just sent us the remaining questions
Tatiana Tropina:agree
Tatiana Tropina:thanks for organining and taking the lead - and thanks
Terri!
Tatiana Tropina:bye all
