Developing new member database and website for NCSG, NCUC and NPOC. It
will also replace some of the back end functionality of NCUC's own
website (member listings and statistics) and provide something new as
well (member area where members can view and update their own data).

That sum is not a forever annual cost, it's for development, which was
planned to take two years and I hope to have it ready by Abu Dhabi.
After that basic maintenance will cost some hundreds of dollars per year.

Of course future developments are possible after that and I expect
some additional work will be needed, but not this much - although
ICANN would apparently be happy to keep on paying it.

I had thought this was agreed on last year, but I guess the duration
of the project wasn't made clear then. My bad - apologies.

NCUC members involved in the project are Brenden, Rafik and James as
well as NCSG EC members Robin and Monika, in case you wish to ask for
their opinion. Of course any NCUC EC member willing to put work in it
or just oversee things would be welcome to join the team - just let me
know.

Anyway, if you (EC) decide not to let NCUC account to be used for this,
please decide it quickly so that I can arrange some alternative solution.

Yes, indeed I think that would make more sense even for a one-off, but
for some obscure legal reasons ICANN isn't willing to do that.
