[NCUC-EC] Outreach or travel support for Johannesburg ICANN meeting

I believe, for the time being, we should secure the location for Joburg
outreach event. Then calculate all the expenses needed for that (Thato and
Anriette seem to have an idea on that).
Then, if the 7.500 dollars are enough (I believe it should be), then good.
If not, then we should ask if SOME of this Travel support can be used for
outreach.

That said, I think that the NCUC Fellowship program should be present at
all meetings. It is investing in a value-chain that can only motivate our
members more and we should keep the mentor/mentee aspect of it while
rotating and having different members benefiting from it.
I also think we might ask for some follow-up from both the mentor and the
mentee.
