[NCUC-EC] NCUC Operating Procedures

Dear Ines,

Although I made an attempt, it was not possible to get the majority of EC
together after Joburg for a meeting. It's a busy season for everyone. I
think we don't need to have a meeting. EC members can go through the
document themselves and see if they want to change something. They will
also have time to go through the document during the public comment period.
