[NCUC-EC] NCUC Operating Procedures

Hi everyone,

Thank you, Renata, for commenting. Since I have not received any comments
on the document, I would like to suggest that we go ahead and submit this
document to our members by Tuesday 25th July 13.00 UTC(this means you still
have time until Tuesday to make comments or raise issues on this list or on
the google doc). We can give members 21 days to comment.  During this
period we keep trying to resolve the comments by the end of 21 day we close
the comment period, try to resolve and reflect all the new changes within
10 days, give the members  another chance to look at it (10 days) and raise
issues, if the issues need to be discussed in a session we will arrange a
webinar, resolve issues, and put the document to vote on NCUC EC list.

here is the timeline:

25th July Submission to NCUC members for comments
18 August: First round of comments closed
By 28th August: submitting the second draft to members
By 10 September: Resolving all the comments and holding a webinar if need be
Submission to EC by 10 September
By 15 September: Vote closed and results will be communicated to the members
