[NCUC-EC] [Important] NomCom Delegate

Thanks. That was "stipulated" which was caught by auto correct. I will
correct that. Other sources are the actual nomcom email. I just mention in
"nomcom" email.

I will send this today if I don't receive a response from others in a
couple of hours.
