[NCUC-EC] Not attending the intersessional

Hi Farzaneh,

This is really beyond the pale even for Trump.

If he goes through with it, it means in effect there is no place at
all for any meeting where people from all over the world could attend
even in theory. :-(

But yes, I will take care of NCSG breakout sessions.
