[NCUC-EC] additional budget request adobe meeting

As I mentioned a couple of days ago, we should  have a meeting with the
members about the additional budget request for FY18.

I think 2 PM UTC is suitable for most. It will be David's 10 PM. As to
date, I suggest 23 Jan.

I don't see much activity from the EC on this document:

Please do try and populate the document, look at the previous proposals
that were accepted and jot down ideas.

I will send the meeting request for getting adobe room ready on Monday.
