[NCUC-EC] additional budget request adobe meeting

I can do 23Jan 2PM UTC

I'll be GMT-5 most of Jan

My suggestion would be to also call in our newly elected FC for advice on
this.
My self-assessment is that I have many ideas, I'm horrible w/ financial
requests
