[NCUC-EC] Selection of candidates for Policy Committee representatives

Thanks all for a great call.  I have made up my mind for the two Policy
Committee members and I  select Nick and Farell.
 I also agree that many other members, whether selected or not, can get
involved in Policy making processes.
