Hello
Since the program really is about training in writing public comments
it would be good to get someone who had experience in that

ICANN policy staff

Alternatively choosing a CSO which provides grants on policy and
advocacy to do this training would be good too because it would also
help NCUC focus on its growth as organization too.
If so my suggestions would be OpenTech Fund or AccessNow.
Maybe we can do both, get a CSO and a consultant who could pair up in
this project.
