[NCUC-EC] Updated List: Applicants for NCUC Travel Support

Hi all,
I concur that Milton is the most qualified candidate (by a wide margin...).
However, his application was pretty threadbare - unless there's an
attachment I am missing. Also, I would be interested to know whether (and
to what degree) funding is an obstacle to his attendance. As a prof
pursuing research on Internet governance, wouldn't he have his own sources
of grant money to support his engagement? My apologies if these aren't
relevant factors to consider - so please correct me if I'm wrong - but I
would want to see this money allocated where it would make the most
difference/impact. For these reasons I'd be inclined to give him partial
funding, rather than full funding, despite his very impressive
qualifications.
I would offer full funding to Paola Perez. I'm surprised nobody's mentioned
her yet - as she seems like an excellent prospect who's highly engaged with
Internet freedom and governance issues. I think if we could pull her into
the ICANN ecosystem she could make some outstanding contributions. And I
would offer partial (1/2) funding to Claudio Lucena, who I concur looks
like a good prospect, who has really hit the ground running in terms of his
ICANN engagement.
