Dear Executive Committee,

Here are the applications for NCUC travel support. I have to recuse myself
from the selection process since I work with Milton and he has applied for
travel support.

But please decide within a couple of days (preferably by the end of the
week) so that we can start informing those who will get travel support to
prepare.

We have received some applications after the deadline too, but as you know
we, unfortunately, do not accept late applications. If you would like to
have a look at those applications too please let me know but I suggest not
to consider them.

Best
Farzaneh

Dear Maryam
My name is Abakar Oumar Massar, I have been a member of NCUC for a
while. I am very close to all the discussions of the group very
regularly, despite the conditions of my country in the fields of New
technologies is less advanced and prices are expensive to The
population that is why I have been involved for some time to make my
contribution to improve the conditions for the community to benefit.
It is for this reason that I am personally committed and with the
other friends to fight so that things go better through the actions
that have taken place. But at the local level is not enough to know
more, so going to the international level and exchanged with others is
an advantage during ICANN meetings.
For this cause I address my needs for support to attend the ICANN60
meeting, I wish for support such as a plane ticket and accommodation.
In anticipation of a favorable outcome, please receive my most
distinguished greetings.

Subject: [Ext] applicatio for travel support

Dear NCUC Committee,

I am a computer science engineer and doctor in computer networks from the
national school of computer science Tunisia. I’m writing to apply for a
travel support to participate in the ICANN 60 Public Meeting.

Attending the Annual General Meeting is very interesting to improve my
knowledge on how Internet policies are created. In fact, I will get new
skills about internet governance. This helps me to discuss public policy
issues related to key elements of Internet governance specially that
Tunisia focus in this field after the democratic transition challenging.
Thus, I can contribute to capacity building for internet governance in my
country in order to adopt a hopeful vision for the future of democracy.

Then, I will exchange information. It is an opportunity to discuss and
develop policies for the Internet‘s naming systems with experts. Finally,
I will meet peoples and have new relationships.

I have not been involved in policy discussions, and I wish be a member on
the Cross-Community Working Group on Internet Governance (CCWG-IG). I am
volunteer to mentor NCUC mentees and support them. During and after the
AGM, I will be present to give ideas and help NCUC members.

For the support, I need 500$ for the airfare, 1000$hotel, 50$ visa
expenses.

I appreciate your consideration of my application. I look forward to
hearing from you.

Best regards,

Subject: [Ext] NCUC travel support (mentee)

Dear Farzaneh and Maryam,

I’m Kimberly Anastácio and here is my statement regarding the NCUC travel
support (as a mentee):

"I am currently working for Coding Rights, a Brazilian female-lead
Think-and-Do tank that aims to advance in the enforcement of Human Rights
in the digital world by integrating usages and understandings of technology
into policy making processes. I became a NCUC member in February and ever
since I’ve been trying to understand how the community works and engage
whenever possible to provide insights related to the promotion of human
rights in the DNS, according to my experience as a civil society activist
in Brazil.

Besides, I am a Political Scientist researcher at the University of
Brasília, currently doing my master thesis about the Domain Name System in
Latin America. I am comparing the governance models of .br (Brazil), .ar
(Argentina), .co (Colombia) and .mx (México). Thus, I have huge interest in
the interaction between non-commercial users’ interests, ccTLDs and
geonames - my main policy interest in ICANN right now altogether with data
protection issues (Coding Rights' focus).

I believe attending an ICANN meeting would expand my knowledge about what
ICANN does, granting me tools to effectively engage in NCUC (as I am still
lost in all the emails I receive in our mailing list, failing to understand
how can I be useful) and granting me tools to expand my research at the
university.

I do think civil society NGOs should be more active in ICANN - and I am
trying to be so. Still, I lack resources to attend ICANN meetings and get
to know everyone. I’ve been attending some sessions remotely for the past
two public ICANN meetings - making comments and following the discussions -
but I know it is quite different to engage online and in person. I have
also engaged in the Diversity Subgroup, helping set the draft of the
statement on Diversity with six or seven other people. This work is still
underway and I want to be more useful in the process.

I have tried the ICANN Fellowship for multiple times without a positive
response. Even without attending in presence a former ICANN meeting, I then
decided to become a NCUC member and try to help in what I can. Now,
therefore, I would like to ask for a full NCUC travel support. I’d be more
than willing to spend time with a mentor before and after the Abu Dhabi
meeting - as I am already doing something of the type, always asking
questions about NCUC to Bruna Santos (a friend that lives in the same city
as I do, with whom I’ve already worked organizing Internet Governance
outreach events at the University of Brasilia) and Renata Aquino (a woman I
got to know in Internet governance meetings in Brazil)."

Abu Dhabi meeting
Dear Sir

I would like to apply for the NCUC Fellowship for ICANN Abu Dhabi
meeting. Find below my statement of interest My C.V.

Thanks

1. Why do you want to attend the Annual General Meeting? Which Working
groups or policy discussions you have been involved with and would like to
be involved further. If you have not been involved in policy discussions,
which policy discussion(s) do you want to get involved with?
I am interested to receive travel support to attend the ICANN meeting in
Abu Dhabi . I need this travel support because I am from developing
countries and my country unable to fund me to attend the meeting, also to
know the increased and grow in information technology in the world. To be
part and engaged in the process as I am a member of NCUC. The last ICANN
meeting which I am attended in Costa Rica in 2012.
I am a Member of The Inter Register Transfer Policy Part C working Group,
ICANN, Member of Locking of a Domain Name Subject to UDRP Proceedings PDP
WG Working Group, ICANN, Member of Advisory Group for Digital Engagement
Project, ICANN, Member of the MESWG Task Force on Arabic Script IDNs,
Working Group, ICANN. Member of Multistakeholder Advisory Group (MAG), for
Arab Internet Governance Forum (IGF)., 2014 to 2015,
NomCom 2011 and 2012 (Nomination and Election Committee), Member of
AfriNic, The African Peering And Interconnection Forum (AfPIF) 2016 Program
Committee Member (PC).
15 July 2016: Member of Multistakeholder Advisory Group (MAG) 2016, for
North Africa IGF .

Internet Governance is the overall process of Internet management, its
security, stability, and development. Currently there is lack of
understanding and knowledge amongst most Internet users in the Arab and
Africa region about Internet Governance, which impedes their full
participation and integration in the discussion as main stakeholders. As a
result, engaging Arab Internet users in the regional and global debate
about Internet Governance first requires building knowledge on the subject.
After My participation in this ICANN I shall work hard to Find ways and
means to build capacity in the area of Internet Governance including
training programs, workshops and seminar on the Internet Governance, and
raise the level of Internet Governance awareness in Arab and African
countries.
Now I am work in Libya as part time for since 2015 and I need to help this
country which is very far away from the world in internet networking and
lag behind from information technology.
Develop national legal frameworks for the development of confidence in the
use of information and communication technology in general and the Internet
in particular. And should be invited to work with the specialized regional
organizations to develop programs to coordinate understanding of Internet
Governance at the Arab and Africa level and understandings with the world.
Should also overcome the current observation to make adequate use of the
information in the case of privacy.

2. How much support do you need? Indicate airfare, hotel, visa expenses
(Remember that we want to support as many mentees as possible, so the less
you ask for the more likely you are to receive funding - of course, it also
depends on your motivation letter- and we don't offer per diem.)
I need full funds to cover my participation like :airfare, hotel, visa
expenses (2000 US$).

3. Make it clear that you will spend time and effort and work with a
Buddy/Mentor before, during and after the AGM and will stay engaged or that
I will volunteer to mentor NCUC mentees.

Yes I confirmed that I am able to devote an appropriate some level of my
time to all activities associated with a Buddy/Mentor before, during and
after the AGM and will stay engaged or that I will volunteer to mentor NCUC
mentees.
Yes I want to be a mentor or a mentee.

Dear NCUC Chair
I am interested in receiving travel support for ICANN 60 in Abu Dhabi.
I feel that it is important for me to attend this meeting for several
reasons:
1. The jurisdiction subgroup of WS2 will have produced a report and I need
to attend the CCWG-Accountability plenary to reach consensus on it
2. The debate over geonames will reach a critical point, and I am needed to
provide our members with mentoring and advice on that issue.
3. The whois/privacy/GDPR discussions will also take important developments
and again there are members that need my institutional knowledge.

In addition to facilitating my own participation in the process, there are
many newer members of NCUC/NCSG who I could help to mentor and advise.
I have not received travel support for the past two ICANN meetings in
Copenhagen and J'burg, or for Helsinki.

Subject: [Ext] Re: [NCUC-DISCUSS] [Travel Support] NCUC Fellowship for
ICANN Abu Dhabi meeting
Dear Farzaneh and Maryam,

I am writting you because I saw a fellowship opportunity to attend ICANN 60
with the NCUC. I am computer systems engineer and I am vice-president of
Internet Society Venezuelan Chapter and I am the chair of LACNIC Public
Policy Forum.

1.- 1. Why do you want to attend the Annual General Meeting? Which Working
groups or policy discussions you have been involved with and would like to
be involved further. If you have not been involved in policy discussions,
which policy discussion(s) do you want to get involved with?

Despite applying a couple of times, unfortunately, I haven’t had the
opportunity to be an ICANN Fellow. However, I know, from my reading about
ICANN and NCUC/NCSG policy discussions, attend an ICANN meeting is a unique
platform to learn and share experience about Internet issues, network with
your peers from across the world and get involved in NCUC policy work to
represent the Constituency.

I am eager to join the fellowship NCUC program because I want to play a
leading role in policy work, and IG ecosystem in my country: Venezuela. I
know I can do it best by becoming part of the NCUC Fellowship Family. I am
not actively engaged in NCUC’s work yet because I was accepted few time ago
but I have the intention to take the challenges to engage key players,
especially women, from Latin America are increasing. I want to contribute
to improving the engagement. I would be engaging myself, and others in my
region, by taking following steps:

Creating learning sessions, workshops and events, on my return home, to
share the experiences I gain through my ICANN 60 participation as a Fellow.
Writing a brief post-trip blog post for the NCUC website reflecting on the
meeting’s main developments of relevance to NCUC.
Helping create platforms and supporting the existing platforms for
Venezuelans to engage in policy and IG issues;
Connecting with the players in my country and beyond to encourage
cooperation among stakeholders that would result in enhancing public
participation in the policy and IG issues;
Helping empower women-focused organization and encouraging their
participation in the IG issues;
Facilitating virtual sessions, in partnership with community members, and
the ICANN LAC stakeholder engagement team to further enhance public
participation from across Venezuela.

In order to achieve these goals, I need to be given the opportunity to
learn from the NCUC team, its leadership, experts from various stakeholder
groups and constituencies on how ICANN and NCUC/NCSG works, and how I and
others in my network can contribute to help ensure NCUC/NCSG achieves its
global objectives through engaging my country.

My sole purpose for participating in the ICANN Fellowship program is to
learn knowledge and experience and to contribute. I understand that NCUC is
focusing on key issues such as building trust with civil society and
individuals, to enhance collaboration across regions and within the
ecosystem; expanding the NCUC participation in relevant forums and events
where it can further raise awareness about NCUC mission, while encouraging
more diversity in participation in its community policy development
processes.
NCUC and ICANN60 meeting, therefore, fits my focus as a civil society who
would love to contribute to developing and sustaining one global Internet.
I am committed to learning more about ways and contributing to enhancing
focused engagement in Venezuela.

I want to build on my current knowledge of the ICANN process, and to
establish a network of peers and collaborators so we can take committed
action towards achieving this goal. I have participated remotely in ICANN
sessions, however, now I want to participate in person, so I can enjoy the
learning more effectively, as well as to meet with various like minded
individuals from my region and other countries to share plans and programs
for the future of Internet in my country and region. This will boost not
only my moral, but also increase my experience about NCUC and its mission.
I understand the ICANN Fellowship meetings are a unique experience, and
those who get involved in the ICANN through its Fellowship programming are
likely to play a leading role in NCUC process. I also am interested in
gaining a more in depth understanding of topics, such as cybersecurity, and
other through my participant. I will apply the learning in my work related
to policy work and IG up on return home.

I tried, in the past, to create a remote hub to involve students of the
University of Los Andes, and I will do so in the future to help engage
young girls and students through various remote participation options.

2. How much support do you need? Indicate airfare, hotel, visa expenses
(Remember that we want to support as many mentees as possible, so the less
you ask for the more likely you are to receive funding - of course, it also
depends on your motivation letter- and we don't offer per diem.

I certainly want to participate in the activities, engage in discussions
and represent my constituency and my country in a better way. I want to do
this by contributing to the discussions, policy making processes, and
building capacities and engagement programs across the region. But I am
from Venezuela, and currently here, the economic situation makes it
difficult for the inhabitants to prepare themselves professionally abroad,
there is no Access to foreign exchange; unfortunately many Venezuelans
deprive themselves of their dreams despite the merits and honors they
obtain for their efforts, having a lesser opportunity for development,
diminishing their future goals for lack of economic resources.

Due to the acute humanitarian and economic crisis that today is presented
to Venezuelans, I ask for the NCUC fellowship as a young Venezuelan girl,
willing to give my best effort and returning this knowledge that go to
acquire to my country. Being of paramount importance this type of
experience and learning in the labor field, besides the personal principles
and the will to get ahead. So I will need full support to attend the
meeting (airfare and hotel).

3. Make it clear that you will spend time and effort and work with a
Buddy/Mentor before, during and after the AGM and will stay engaged or that
you will volunteer to mentor NCUC mentees.

Will be an amazing experience to have a mentor before, during and after the
AGM. That could benefit with my engaged with NCUC and maybe I could help
like a mentor in the future to others.

I attached my motivation letter and my CV.

Paola Perez
