[NCUC-EC] travel support requests

Hi everyone,

I think in assessing the applications, we need to consider regional
diversity. Since Bruna and Claudio are both from Brazil, I think it would
be good to support one of them and support another member from Africa.

As to Matt, since he is still waiting to hear from others about funding, we
can allocate him NCUC funds and if he does not need, we allocate it to
others.

I think we should go as below:

Bruna Santos: will receive  Farzaneh's travel slot. We will also support
her to help with our outreach. Renata will get her involved.She will be a
mentee of a working group focal point of her choice.
Farrel Folly: Partial funding (he asked for 1690 USD or 1890) we will
approve to give him up to 1700 USD. Farrel should also be involved with
outreach event, even if he cannot attend he can be engaged with programming
it as well as being a mentee of someone experienced in a working group.
Matthew Shears: We will give him partial funding from NCUC funds not more
than 1700 USD.

Michael at this point needs per diem as well and we cannot cover his per
diem so we can't support him.

I will send Bruna's name to constituency travel and inform Farrel about our
decision and see if Matthew accepts our offer for being funded through
NCUC. If he cannot or sources funding from somewhere else we will allocate
the money to Puneeth.
