[NCUC-EC] travel support requests

Dear all,

I would like to support Renata's suggestions. My choices are the same:
- NCUC travel slot transfer to Matthew
- Supporting Bruna and Claudio as mentees on NCUC travel support.
- Increasing travel budget so we can support, in addition to our EC
members, our active NCUC members like Stephanie (or Michael Karanikolas).
