[NCUC-EC] Fwd: NCUC Outreach in Brazil - asking for support

you need to distinguish between NCUC budget for outreach and ICANN
allocated outreach budget. We don't have a set budget for the outreach
effort from NCUC budget. ICANN help comes in forms of CROPP and regional
engagement. They don't tell us how to spend our own budget. I am not in
favor of strict budget for outreach from NCUC budget. I think requests have
to be treated based on: what is the outeach plan, how it's going to help
NCUC and how much the request is for. we also need to consider regional
diversity in it. But has to be minimal.
